Requires board of inspectors at nursing homes and senior citizen residences to deliver absentee ballot applications to residents who request them and assist residents in completing applications.

Mandates board of inspectors to immediately deliver absentee ballots and envelopes to registered voters who submit completed applications at such facilities.

Requires board of inspectors to obtain and deliver appropriate ballots from the board of elections for residents registered to vote in election districts other than where the facility is located.

Amends Election Law Section 8-407 to add these requirements to subdivision 10-a and expands the supply of materials boards of inspectors must carry to include extra absentee ballots, envelopes, and applications.

Takes effect thirty days after becoming law.
