Amends Election Law Section 16-102(2) to modify the timeline for instituting proceedings related to petitions for designations and nominations.

Adds a new deadline allowing proceedings to be instituted within three business days after proper service of pleadings for a timely invalidation proceeding, whichever is later than the existing deadlines.

Maintains existing 14-day deadline after the last day to file a petition and 3-business-day deadline after an officer or board determines invalidity.

Preserves separate 7-day timeline for village election and special election petitions, and 10-day timeline for primary, convention, party committee meeting, and caucus proceedings.

Takes effect immediately upon enactment.
