Allows qualified voters to request absentee ballots by telephone in addition to existing methods (letter, fax, or electronic application).

Eliminates the requirement for voters requesting ballots by telephone to complete an application prior to or simultaneously with receiving the ballot.

Requires boards of elections to maintain written records of all telephone requests for absentee ballots and may complete the application on behalf of the voter.

Prohibits invalidating any ballot requested or issued via telephone due to lack of a complete absentee ballot application.

Takes effect immediately upon enactment.
