Amends Election Law Section 5-708 to change the timing of the annual National Change of Address System check from February to January.

Requires each board of elections to obtain forwarding addresses for registered voters from the U.S. Postal Service at least once each year during January.

Updates gender-neutral language in the statute from "he" to "or she".

Takes effect immediately upon enactment.
