Amends the Mental Hygiene Law to require the Commissioner of the Office for People with Developmental Disabilities to establish an emergency staffing plan for state-operated facilities in each region

Emergency staffing plan must include enhanced overtime pay to incentivize current workforce, strategies to minimize transfer of individuals from residences and staff movement between facilities, and enhanced recruitment initiatives

Plan takes effect when any region experiences a staffing fill level below 90 percent

Emergency staffing plan must be made publicly available and published on the office's website

Act takes effect 120 days after becoming law
