Commissioner of the Office for People with Developmental Disabilities must hire an independent firm to conduct a comprehensive study on disability services needs and eligibility effectiveness in New York State.

Study must analyze the Adaptive Behavior Assessment System's effectiveness in determining service eligibility and include data from the past five years on qualified applicants, denied applicants, and appeal outcomes.

Report must be submitted to legislative leaders and the governor's office within one year of the law's effective date and published on the office's website.

Report findings must be separated by region to identify underserved areas and include recommendations on whether the state can improve eligibility determinations for those needing services.

Commissioner may request data and resources from other state departments to conduct the study and must promulgate necessary regulations to implement the law.
