Establishes a three-year pilot program administered by the commissioner to create an assistance hotline for individuals with intellectual and developmental disabilities and complex behavioral needs

Hotline operates 24 hours a day, 7 days a week via toll-free telephone number and includes video relay service or other technology for individuals who are deaf, hard of hearing, or have speech disabilities

Provides assistance with access to services, referrals, and general information about services offered by the office to individuals with intellectual and developmental disabilities, their parents, or guardians

Hotline accessible in English and the six most common non-English languages spoken by limited-English proficient individuals in New York State based on census data

Commissioner must submit a report to the governor, assembly speaker, and temporary president of the senate evaluating the pilot program's effectiveness upon its conclusion
