Requires reimbursement to be calculated as if the service had been pre-approved, with payment occurring after services are rendered and approved.

Mandates return of reimbursement to the Office for People with Developmental Disabilities within 60 days if a service is ultimately denied after payment has been made.

Applies retroactively to services rendered beginning one year prior to the law's effective date, with the act taking effect immediately upon passage.
