Requires the Office for People with Developmental Disabilities to develop and maintain a Community Residence Opportunities Waitlist (CROW) containing names and contact information of individuals seeking community residence placement who need that level of supervision and are enrolled or eligible for the home and community-based services waiver.

Mandates distribution of a CROW placement report at least monthly and upon request to service providers identifying individuals actively seeking housing, with enrollment without regard to the nature, type, or urgency of need.

Allows service providers with vacancies in supervised living facilities to review the CROW placement report and accept individuals deemed appropriate following a person-centered planning process, with accepted individuals automatically eligible for Medicaid reimbursement and other funding.

Establishes a 30-day timeline for the office to act on CROW applications, with a right to appeal denials to the commissioner within 30 days, followed by a hearing within 15 days and a decision within 30 days after the hearing concludes.

Automatically transfers all individuals then on any community or certified residential opportunity waitlist maintained by the office onto the CROW as of the effective date without requiring further application or office approval.

Takes effect April 1, 2024.
