Amends Agriculture and Markets Law Section 452 to require the commissioner to provide financial and technical support to black, indigenous, and people of color (BIPOC) site-controlled farms to facilitate their participation in the Nourish New York program.

Support mechanisms include infrastructure development, priority grants for processing and refrigeration systems, permit assistance, creation of a liaison to the Nourish New York program, and input on best practices.

Requires the Department of Agriculture and Markets to prioritize procurement of agricultural products from BIPOC site-controlled farms as a core component of the Nourish New York program's food distribution system.

Mandates establishment of a minimum price point for agricultural products from BIPOC-owned farms sufficient to cover production costs, temporary storage, and transportation to food relief organizations.

Takes effect immediately upon enactment.
