Authorizes the Department of Corrections Commissioner to transfer pregnant incarcerated individuals to residential treatment facilities for the duration of pregnancy and up to one year postpartum.

Authorizes transfer of individuals who gave birth within eight months of commitment to a correctional facility for up to one year postpartum.

Permits transferred individuals to participate in prenatal/postnatal care, mother-child bonding, parenting skills programming, paid employment, vocational training, education, and mental health or substance abuse treatment.

Requires the Commissioner to develop policies, criteria, and regulations to implement the program according to public safety and correctional standards.

Mandates annual reporting to the Senate Temporary President and Assembly Speaker by April 1st on the number of individuals transferred and duration of transfers.
