Changes the standard for issuing certificates of relief from disabilities from "shall not be issued unless" to "shall be issued when" the court or department is satisfied that certain conditions are met.

Requires that the person receiving the certificate is an eligible offender as defined in section 700 of the correction law.

Requires that the relief granted is consistent with both the rehabilitation of the eligible offender and the public interest.

Applies to certificates issued by courts under section 702 and by the Department of Corrections and Community Supervision under section 703.

Takes effect 90 days after becoming law.
