Creates Article 2-A of Education Law establishing the "Nonpublic Dignity for All Students Act" to prohibit discrimination and harassment in private schools.

Prohibits students from being subjected to harassment, bullying, or discrimination by employees or students on school property or at school functions based on race, color, weight, national origin, ethnicity, religion, disability, sexual orientation, gender, or sex.

Defines harassment and bullying to include conduct creating hostile environments through threats, intimidation, or abuse that interferes with educational performance, causes fear for physical safety, or creates substantial disruption risk; includes cyberbullying and off-campus conduct that foreseeably reaches school property.

Provides immunity from civil liability for individuals who report suspected harassment, bullying, or discrimination to school officials or law enforcement in good faith, and prohibits nonpublic schools from taking retaliatory action against reporters.

Exempts course instruction and admissions decisions that comply with Title IX and Section 504 of the Rehabilitation Act, and preserves First Amendment rights of students and employees; takes effect July 1 following enactment.
