Establishes a 13-member New York state Lake Ontario-St. Lawrence River flood prevention, response, recovery and mitigation task force with 8 ex-officio members from state agencies and 5 additional members appointed by the Governor, Senate President, and Assembly Speaker (representing hydrologists, civil engineers, climatologists, county emergency managers, and soil/water conservation professionals).

Requires the task force to conduct in-depth examinations of flood prevention, response, and recovery issues affecting Lake Ontario and the St. Lawrence River shoreline across 10 counties (Niagara, Orleans, Monroe, Wayne, Cayuga, Onondaga, Oswego, Jefferson, St. Lawrence, and Franklin).

Mandates the task force to consult with county emergency management officers and incorporate their concerns and recommendations regarding flooding in deliberations and findings.

Requires the task force to issue a draft report within 18 months and hold at least three public hearings before submitting a final report within 90 days of the last hearing to the Governor and Legislature.

Task force expires and is repealed 120 days after submitting its final report, with all reports to be posted on the Department of Environmental Conservation and Division of Military and Naval Affairs websites.
