Exempts temporary skidder trails and machinery used in selective timber cutting from regulated activities and permit requirements when using current best management practices as defined by the United States Department of Agriculture Forest Services.

Applies the timber-cutting exemption to lands in active agricultural use or silviculture use under the Environmental Conservation Law.

Clarifies that the exemption for timber harvesting and related construction does not apply once agricultural or silviculture activities cease on freshwater wetland properties.

Takes effect immediately, except section two which takes effect on the same date as section 7 of part QQ of chapter 58 of the laws of 2022.
