Prohibits the New York Department of Environmental Conservation and local agencies from issuing, renewing, or approving permits for marine solid waste transfer stations in cities with populations of one million or more if located within 800 feet of a public housing project.

Applies the restriction to expansion, construction, relocation, reactivation, or operation of marine solid waste transfer stations or facilities.

Defines "housing project" according to subdivision fourteen of section three of the Public Housing Law.

Takes effect immediately upon enactment.
