Requires all state and municipal agencies to purchase compostable single-use tableware (utensils, plates, dishes, and cups) unless no affordable compostable alternative exists.

Defines "affordable" as a cost not exceeding 15 percent more than the purchase cost of non-compostable alternatives.

Defines "compostable" as materials that biologically degrade during composting to yield carbon dioxide, water, inorganic compounds, and biomass without leaving visible, distinguishable, or toxic residue.

Applies to all state departments, agencies, boards, public benefit corporations, public authorities, commissions, and municipal entities (villages, towns, cities, and counties).

Becomes effective 90 days after enactment, with authorization for agencies to adopt necessary rules and regulations immediately.
