Amends the Public Housing Law to expand the definition of "family member" to include uncles, aunts, nephews, and nieces in addition to existing categories like spouses, children, and in-laws.

Maintains existing provisions allowing any other person residing with a tenant as a primary residence to be considered a family member if they can prove emotional and financial commitment and interdependence.

Specifies that evidence of emotional and financial commitment may include factors such as longevity of relationship, shared expenses, intermingled finances, family-type activities, legal obligations, holding out as family members, and regular performance of family functions.

Clarifies that evidence of a sexual relationship between persons is not required or considered in determining family member status.

Takes effect on January 1st following enactment into law.
