Prohibits employers from requiring employees or job applicants to waive, arbitrate, or diminish any existing or future claims, rights, or benefits under New York state or federal law as a condition of employment.

Defines "employer" as any person, corporation, partnership, agency, or firm that employs workers, including those acting on an employer's behalf.

Exempts agreements negotiated through collective bargaining with labor unions from the prohibition.

Takes effect 90 days after becoming law.
