Removes the requirement that armed forces members must have served "in time of war" to qualify for veterans' preference points in civil service appointments and promotions.

Grants 5 additional points to honorably discharged veterans on competitive exams for original appointment and 2.5 points for promotion exams.

Provides 10 additional points to disabled veterans (with disability certified by the U.S. Department of Veterans Affairs) on original appointment exams and 5 points on promotion exams.

Applies to veterans who are U.S. citizens or lawfully admitted permanent residents and state residents at time of appointment or promotion.

Requires passage by both Senate and Assembly, followed by publication for 3 months and approval at the next general election to amend the state constitution.
