Amends Public Health Law Section 4406-c to require physicians and physician groups to have the option (at their discretion) to use mediation at least 60 days before contract expiration or non-renewal with health care plans, matching existing requirements for hospitals.

Requires parties to provide written statements at least one week before mediation explaining their positions and rationale for non-renewal decisions in physician-health care plan disputes.

Makes identical mediation provisions applicable to contracts between physicians/physician groups and insurers under Insurance Law Section 3217-b, and between physicians/physician groups and health care organizations under Insurance Law Section 4325.

Clarifies that mediation results are non-binding and that terminated physician contracts are governed by existing separation provisions in Public Health Law Section 4406-d and Insurance Law Section 4803.

Takes effect 90 days after becoming law.
