Prohibits importing, exporting, transporting, processing, selling, purchasing, trading, or possessing any parts or products from African Elephants, African Leopards, African Lions, Black Rhinoceroses, White Rhinoceroses, and African Giraffes

Allows exceptions for items possessed before the law's effective date (with secretary of state certificate), museum collections, and inheritances (with restrictions on resale)

Authorizes law enforcement officers to search for, seize, and forfeit violating items, which shall be destroyed or offered to scientific institutions upon conviction

Imposes criminal penalties including a definite prison sentence not exceeding two years for violations

Takes effect one year after becoming law
