Amends Education Law Section 454 to require full compliance with New York City Charter Section 197-c (uniform land use review procedure) before the Board of Education can sell, lease, or otherwise dispose of school property.

Applies the uniform land use review requirement to both general property dispositions (subdivision 11) and transfers of property for combined occupancy structures (subdivision 20).

Requires compliance with uniform land use review procedures before any grant, sale, license, lease, or transfer of school property rights, including fee interests, easements, or air rights.

Clarifies that Education Law Article 10 requirements regarding parental involvement and community district education council powers over significant school utilization changes are not superseded by the property disposition provisions.

Takes effect immediately upon enactment.
