Replaces "mentally retarded" and "mental retardation" with "developmentally disabled" and "developmental disability" throughout the Private Housing Finance Law, Public Authorities Law, and New York State Medical Care Facilities Finance Agency Act.

Updates definitions of "community mental health and developmental disabilities facility" to use person-first and current terminology for describing individuals with developmental disabilities.

Modifies language in sections governing New Hope Community, Inc. and Terence Cardinal Cooke Health Care Center to describe residents as "adults with a developmental disability" and "persons who have a developmental disability" instead of outdated terms.

Applies terminology changes to provisions governing the agency's power to acquire, construct, and finance community mental health and developmental disabilities facilities.

Takes effect immediately upon enactment, with provisions that amendments to specific sections of the Public Authorities Law shall be deemed repealed with their source paragraphs.
