Expands educational materials provided at discharge to include harm reduction services, overdose prevention, syringe exchange services, and medication-assisted treatment options.

Mandates hospitals refer patients to appropriate service providers (including harm reduction programs) capable of providing services within 72 hours if the hospital does not directly provide substance use disorder services or the patient refuses treatment.

Requires hospitals to document referral efforts in patient medical records and train all licensed or certified direct care staff on substance use disorder identification, assessment, and referral procedures.
