Creates free lifetime hunting, fishing, and turkey licenses for New York state residents who are honorably discharged from U.S. armed forces ($0.00 fee).

Extends free lifetime licenses to veterans with qualifying conditions under the veterans' services law who received discharges other than bad conduct or dishonorable.

Includes discharged LGBT veterans with 40% or greater service-connected disability rating as eligible for free lifetime licenses.

Applies the same privileges and obligations of comparable short-term licenses to the free lifetime licenses for eligible veterans.

Takes effect immediately upon enactment, or on the effective date of section 2 of part PP of chapter 56 of the laws of 2022, whichever is later.
