Adds new definitions to the Executive Law related to code enforcement, including "applicable code enforcement program," "default code enforcement program," "permit or certificate of occupancy provision," "required features," and "secretary's code enforcement program."

Establishes a default code enforcement program that local governments or counties must follow if they have not established their own code enforcement program, with the secretary authorized to set fees and required features.

Expands the Secretary of State's enforcement powers to include appointing oversight officers, designating other local governments or counties to perform code enforcement activities, and ordering cessation of local code prosecution in favor of county law enforcement.

Allows the Secretary to designate adjoining or reasonably proximate local governments to administer and enforce building codes with consent of their elected officials, and permits use of third-party contractors for code enforcement.

Clarifies that violations include breaches of permit and certificate of occupancy provisions in applicable code enforcement programs, establishes penalty structures, and directs collection of fines to appropriate treasuries based on which entity is administering enforcement.
