Expands the definition of eligible housing for naturally occurring retirement communities (NORCs) to include apartment buildings and housing complexes exceeding six stories, not just rural areas.

Requires the director to provide information about nearby available services to older adults in classic or neighborhood NORCs that lose funding under the program.

Changes authority for developing criteria to determine low-income or hardship communities from a committee to the director.

Allows the director to waive matching fund requirements for programs serving low-income or hardship communities to ensure fair distribution of available funding.
