Establishes a 17-member bottle redemption fraud task force chaired by the state attorney general to study fraud, enforcement, and reporting related to New York's returnable container act.

Task force membership includes representatives from state agencies (attorney general, tax and finance, environmental conservation, comptroller, liquor authority, agriculture and markets), district attorneys, and stakeholders from municipalities, deposit initiators, redemption centers, retailers, and wholesale distributors.

Requires task force to submit a comprehensive report to the governor and legislature within one year covering laws and penalties, interagency coordination needs, fiscal impact of fraud, current enforcement status, inter-state bottle redemption issues, and legislative and regulatory solutions.

Members receive no compensation but are reimbursed for actual expenses; task force is authorized to audit reverse vending machines.

Act takes effect immediately and automatically expires 24 months after enactment.
