Authorizes any municipal agency in New York City designated by local law to establish and maintain an electronic voter registration transmittal system for city residents.

Allows completed applications filed through the system and transmitted to the NYC Board of Elections by the 20th day before an election to entitle applicants to vote in that election if otherwise qualified.

Permits the system to utilize electronic or manual signatures from the Department of Motor Vehicles, State Board of Elections, or other designated agencies with individual consent.

Allows minor, non-substantive variations from standard voter registration requirements regarding application format and content as necessary to facilitate electronic collection and storage of data.

Automatically repeals the law 90 days after a statewide electronic voter registration system becomes operational and accessible to New York City residents.
