Adds definitions for "animal fighting" (fight between animals or between animal and person for amusement or gain) and "animal fighting paraphernalia" (equipment used in training, preparation, or conditioning for animal fighting), including breaking sticks, cat mills, treadmills, springpoles, and fighting pits.

Establishes three tiers of "promoting animal fighting" crimes: third degree (Class B misdemeanor) for possessing paraphernalia or attending exhibitions; second degree (Class A misdemeanor) for owning animals intended for fighting or repeat offenders; and first degree (Class E felony) for causing, training, breeding, or selling animals for fighting.

Creates "promoting enterprise animal fighting" (Class D felony) for individuals who commit first degree animal fighting offenses while possessing more than six animals intended for fighting or have prior convictions within five years.

Establishes fines up to $15,000 for second degree convictions, $25,000 for first degree, and $35,000 for enterprise animal fighting convictions.

Allows courts to order forfeiture of animals used in animal fighting to animal welfare organizations upon conviction.
