Establishes a procedure for appointing a successor president or chairperson of the New York State Urban Development Corporation in the event of a vacancy due to death, resignation, or other cause, requiring gubernatorial appointment with Senate advice and consent.

Allows the governor to designate an acting president or chairperson for a period not exceeding six months or until a successor is confirmed by the Senate, whichever comes first.

Replaces gendered language throughout the New York State Urban Development Corporation Act and Economic Development Law by changing "chairman" to "chairperson" and "him" to "him or her."

Clarifies that the president of the corporation cannot be one of the directors appointed by the governor.

Corrects a spelling error changing "affliated" to "affiliated" in the business advisory council provision.
