Amends the voter registration form notice requirements under Election Law Section 5-210 to prominently display information about New York's closed primary system.

Requires the notice to state in bold and prominent type that "The state of New York practices a closed party primary system" and that political party enrollment is optional.

Clarifies that voters must enroll in a political party to vote in that party's primary election, unless state party rules allow otherwise.

Takes effect immediately upon enactment.
