Shifts responsibility for reporting physician health care plan participation from physicians to health care plans, which must submit provider network participation information to the Department of Health.

Changes the timing requirement for physician profile updates from the expiration date of registration period to within six months prior to submission of the re-registration application.

Removes health care plan information from the list of optional profile information that physicians may elect to omit.

Authorizes physicians to designate an employee or contractor to register, transmit, enter, or update profile information on their behalf, with the physician remaining responsible for accuracy of the information.

Requires the Commissioner to establish regulations governing designee authorization, including processes for granting prompt access, requiring notification of termination, and preventing terminated designees from accessing profiles.
