Prohibits the manufacture, sale, and distribution of candy and confectionery products designed to resemble cigarettes, pipes, or cigars, including candy cigarettes and bubble gum cigars.

Prevents use of tobacco product names, symbols, devices, or identifying marks in advertising or packaging of candy and confectionery products.

Defines "candy and confectionery" to include bars, chocolates, nuts with coatings, gum, fudge, mints, licorice, and similar sweetened products in various forms.

Establishes civil fines of $100 to $500 for violations of the prohibition.

Takes effect on January 1st following enactment into law.
