Increases civil penalties for violations of towing laws from a maximum of $1,000 to $2,000 for third and subsequent violations within 24 months.

Adds criminal misdemeanor penalties of $500-$3,000 fine or up to 90 days imprisonment for knowing or willful violations, with enhanced penalties of $1,000-$10,000 fine or up to six months imprisonment for repeat violators with two convictions within 24 months.

Raises surety bond requirements for towing license applicants from $5,000 to $25,000, with commissioner discretion to increase up to $250,000 (previously $25,000).

Prohibits tow operators from using "spotters" or targeting techniques at parking lots and requires written consent from property owners before towing on private or commercial property.

Authorizes license suspension or revocation upon five separate complaints within one year for violations, or two or more violations of specific towing statutes within one year.

Requires the tow advisory board to conduct public hearings in each NYC borough within 180 days to address towing issues and improve enforcement of predatory towing prevention laws.
