Allows liquor wholesalers to transport and sell tonic water, bitters, maraschino cherries, and dealcoholized wine without violating restrictions on engaging in other businesses.

Permits off-premises liquor retailers (like liquor stores) to sell tonic water, bitters, maraschino cherries, and dealcoholized wine as ancillary items.

Restructures section 63, subdivision 4 to clarify that sales of these items and other specified products (lottery tickets, corkscrews, ice, wine glasses, gift items) do not constitute engaging in another business.

Defines promotional items to include only complimentary goods with brand logos, valued at no more than fifteen dollars total, and manufactured as sealed packages with the alcoholic beverage being promoted.

Takes effect sixty days after becoming law.
