Declares a climate emergency in New York and establishes state policy to restore a safe climate and achieve net zero greenhouse gas emissions as quickly as possible.

Prohibits all new fossil fuel infrastructure projects including natural gas plants, coal power plants, compressor stations, and pipelines; no permits, licenses, or financial assistance may be granted for such projects if economically and technologically feasible alternatives exist.

Defines fossil fuel infrastructure to include large-scale distribution, extraction, refinement, storage facilities, and bulk terminals, but excludes motor vehicles, gas stations, and pipes serving individual buildings.

Exempts repair and maintenance of existing fossil fuel infrastructure as of the bill's effective date, and allows exceptions for imminent threats to public health and safety.

Ban applies statewide across all state departments, agencies, municipalities, and governmental bodies and can only be lifted by legislative action.
