Establishes a State Commercial Fishing Advocate position within the Department of Agriculture and Markets to represent the commercial fishing industry's interests.

Creates a Commercial Fishing Economic Development Program administered by the Advocate to promote marine resource development, public awareness of the industry, and long-term sustainability of commercial fishing resources.

Authorizes the Advocate to advise the Commissioner on commercial fishing policies, identify regulatory barriers, promote alternative vessel uses like tourism, and develop marketing and business development strategies.

Requires the Advocate to submit annual reports to the Governor, Department, and Legislature beginning July 1, 2025, with reports made publicly available online.

Allows the Advocate to request assistance, services, and data from other state agencies and enter into cooperative agreements to carry out its functions.
