Requires the Department of Corrections to electronically notify an incarcerated individual's next of kin or personal representative immediately prior to a transfer between facilities.

Allows incarcerated individuals to make at least one free personal phone call immediately prior to transfer, except when exceptional circumstances create an unacceptable risk to safety and security.

Requires a contemporaneous written document when a pre-transfer call is denied due to exceptional circumstances.

Permits incarcerated individuals to make at least one personal phone call within twenty-four hours of arriving at the transfer destination facility, unless security precautions prevent it.

Authorizes a designated staff member to make a call on behalf of an incarcerated individual if security prevents the individual from making the call themselves, unless the individual declines.
