Requires school districts, boards of cooperative educational services, county vocational education and extension boards, and charter schools to provide and maintain AED equipment on-site at instructional facilities and make it immediately available at all school-sponsored events, including practices and athletic events.

Mandates development and implementation of a cardiac emergency response plan addressing sudden cardiac arrest and life-threatening emergencies at school sites and school-sponsored or athletic events.

Requires the cardiac emergency response plan to include training of school personnel, coaches, school nurses, and athletic trainers using evidence-based guidelines from the American Heart Association or similar nationally recognized organizations.

Ensures at least one trained staff person who is certified in AED operation is present at school-sponsored curricular, extracurricular, and athletic events held at school facilities.

Provides liability protections for public access defibrillation providers and their employees or agents who voluntarily provide emergency medical treatment using an AED in accordance with Public Health Law sections 3000-a and 3000-b.
