Creates new section 352 of Agriculture and Markets Law establishing "causing the death of an animal" as a class D felony when committed in connection with crimes under sections 353 or 353-a.

Removes language permitting killing from section 353 (animal cruelty misdemeanor), which previously allowed killing as part of class A misdemeanor conduct.

Removes language permitting intentional killing from section 353-a (aggravated cruelty to animals), focusing that offense on causing serious physical injury rather than death.

Establishes killing of animals as a distinct, more serious felony charge rather than treating it as part of general animal cruelty misdemeanor offenses.

Takes effect immediately upon enactment.
