Establishes shoreline hardening program for New York residents owning flood-prone properties along Lake Ontario and the St. Lawrence River to minimize flooding damage through structural improvements and materials.

Requires Department of Environmental Conservation to provide oversight, assist residents in developing design plans, approve all proposals before construction begins, and obtain necessary permits for approved projects.

Makes individual shoreline residents responsible for all costs related to implementing their approved hardening plans.

Directs the department to verify completed work complies with approved plans and reimburse residents for up to 50 percent of their shoreline hardening costs upon successful completion.

Takes effect immediately upon enactment.
