Renames the Staten Island Expressway (Route 440 from Outerbridge Crossing to Route 278, and Route 278 from Goethals Bridge to Verrazano-Narrows Bridge) to the "POW-MIA Memorial Highway" throughout New York State Highway Law.

Updates all references to "Staten Island Expressway" in the Highway Law sections 340-a, 343-a, and 349-f to reflect the new "POW-MIA Memorial Highway" designation.

Amends the New York City Administrative Code sections 3-202 and 11-243 to replace references to "Staten Island Expressway" with "POW-MIA Memorial Highway" in Staten Island district boundary descriptions.

Requires the Commissioner of Transportation to install and maintain appropriate signage for the newly designated highway.

Takes effect immediately upon enactment.
