Directs the New York State Department of Health Commissioner to prepare a study on cancer cluster incidences in all cities and towns with populations exceeding 90,000 inhabitants as determined by the most recent federal decennial census

Requires the study to analyze high-risk neighborhoods and examine disparities in income, race and ethnicity, public and private housing, proximity to major air pollution sources, proximity to carcinogenic sources, and effectiveness of existing medical facilities

Mandates the study include recommendations for evidence-based interventions to address the high burden of cancer clusters in each included city and town

Defines "cancer cluster" as a greater-than-expected number of cancer cases occurring within a group of people in a geographic area over a period of time

Requires the completed study to be posted on the Department of Health website by September 30, 2025, with the act taking effect immediately upon enactment
