Prohibits sale of personal care products and cosmetics containing intentionally added restricted substances effective January 1, 2028, including heavy metals, parabens, phthalates, formaldehyde, benzophenones, asbestos, talc, and other chemicals listed in the bill.

Requires products to not contain restricted substances as nonfunctional byproducts or contaminants at levels above what the Department of Environmental Conservation determines is feasibly achievable, with levels reviewed every five years.

Establishes a phased approach for formaldehyde-releasing chemicals, with up to 10 chemicals restricted one year after regulations are adopted and remaining listed chemicals restricted two years after adoption.

Requires the Department of Environmental Conservation to identify and publicly assess safer alternative chemicals by January 1, 2027, in consultation with the Department of Health.

Imposes civil penalties of up to $1,000 per day for first violations and $2,500 per day for subsequent violations of the sales prohibitions.
