Establishes a 12-member Teen Driver Safety Commission with members appointed by the governor (4), senate president (3), assembly speaker (3), senate minority leader (1), and assembly minority leader (1) within 30 days of the act's effective date.

Requires the commission to study driver education programs, impaired and aggressive driving among teens, distracted driving, motor vehicle violations associated with teen accidents, and defensive driving programs.

Directs the commission to analyze and recommend measures to mitigate risks of teen drivers, including requiring parents to attend court proceedings for teen driver violations, assessing fines to parents who knowingly allow violations, and prohibiting non-family passengers in vehicles operated by teen drivers.

Mandates the commission submit findings, conclusions, and recommendations to the governor and legislature within 180 days of the act's effective date.

Sunsets the commission on the 180th day after the act becomes law, at which point all provisions automatically repeal.
