Prohibits the Department of Agriculture and Markets from issuing new licenses to operate slaughterhouses where animals and/or fowls are slaughtered or butchered for food.

Requires immediate suspension of existing slaughterhouse licenses and mandates closure of all currently licensed facilities after the law takes effect.

Establishes a seven-member task force to examine public health risks, safety concerns, and animal welfare issues at previously licensed slaughterhouses, with members appointed by the governor, legislative leaders, and relevant commissioners.

Task force must complete its examination and submit findings and recommendations to the governor and legislature within one year of its first meeting, which must occur within 30 days of member appointments.

Exemption applies only to live poultry or small animal slaughterhouses that are open to the public and licensed under the Agriculture and Markets Law.
