Requires the entity administering the tax abatement program for rent-controlled and rent-regulated properties to develop and implement a language access plan for individuals with limited English proficiency or those requiring communication assistance.

Mandates translation of necessary program documents, including forms and instructions, into the six most common non-English languages spoken by limited-English proficiency individuals in the municipality offering the program.

Requires the administering entity to offer interpretation services upon request between the entity and individuals in their primary language regarding provision of services or benefits.

Requires the administering entity to offer upon request or demonstrated need services for individuals requiring additional assistance due to deafness, blindness, speech impediment, or cognitive impairment.

Takes effect immediately upon enactment.
