Prohibits any person from allowing covered animals (felidae excluding domestic cats, kangaroos, non-human primates, ursidae, and wallabies, including hybrids) to participate in traveling animal acts.

Prohibits the Department of Environmental Conservation from issuing permits or licenses that would allow covered animals to participate in traveling animal acts.

Exempts performances at non-mobile, permanent institutions or fixed facilities, provided the covered animal is not transported there for less than fourteen days solely for the performance.

Defines "traveling animal act" as any performance where covered animals are transported to, from, or between locations in mobile or traveling housing facilities for exhibition or performance purposes.

Establishes a civil penalty of not more than $1,000 for violations, effective December 31, 2024.
